The gap Semrush leaves open
Semrush is a measurement instrument. It is exceptional at telling you what happened to traffic. It was never designed to tell you what a competitor is trying to do.
A competitor rewriting its homepage from "for teams" to "for enterprise", quietly removing its cheapest plan, and hiring two enterprise AEs is a repositioning.
